Bu \u00e7al\u0131\u015fma ayn\u0131 zamanda iki toplulu\u011fun sosyal entegrasyonunu, modern vatanda\u015fl\u0131\u011f\u0131n e\u015fitlik ilkesine dayanarak tam vatanda\u015fl\u0131k haklar\u0131ndan ne \u00f6l\u00e7\u00fcde yararlanabildiklerini a\u00e7\u0131\u011fa \u00e7\u0131karmaya \u00e7al\u0131\u015fmaktad\u0131r. \u00c7al\u0131\u015fman\u0131n temel arg\u00fcman\u0131, Roman toplulu\u011funun Dom toplulu\u011funa g\u00f6re vatanda\u015fl\u0131k haklar\u0131na daha fazla eri\u015febildi\u011fini ileri s\u00fcrmektedir. Bu durum, Roman toplulu\u011funun Edirne ve T\u00fcrkiye\u2019de etnik \u00e7o\u011funluk olan T\u00fcrklerle; \u00f6te yandan Dom toplulu\u011funun Diyarbak\u0131r\u2019da \u00e7o\u011funluk olup T\u00fcrkiye\u2019de az\u0131nl\u0131k olan K\u00fcrtlerle ya\u015famas\u0131yla ilgilidir. En \u00f6nemlisi, Roman toplulu\u011funun devlet ve ulus\u00f6tesi alanla Dom toplulu\u011funa g\u00f6re yak\u0131n ili\u015fkileri bulunmaktad\u0131r. vii Bu \u00e7al\u0131\u015fmada, etnisitenin iki toplulu\u011fun tam vatanda\u015fl\u0131k haklar\u0131ndan yararlanmas\u0131nda ortak bir engel oldu\u011fu; fakat iki toplulu\u011fun farkl\u0131 tarihsel, sosyal ve ekonomik d\u00f6n\u00fc\u015f\u00fcmler ge\u00e7irdi\u011fi ileri s\u00fcr\u00fclmektedir. Sosyal d\u0131\u015flanma iki toplulukta da farkl\u0131 seviyelerde g\u00f6r\u00fclmektedir. Dolay\u0131s\u0131yla bu \u00e7al\u0131\u015fma, vatanda\u015fl\u0131\u011f\u0131n e\u015fitlik ilkesinin iki topluluk i\u00e7in de neden bozuldu\u011funu ortaya \u00e7\u0131karmaya \u00e7al\u0131\u015fmaktad\u0131r. 1990\u2019larda uygulanan zorunlu g\u00f6\u00e7 prati\u011fi ve m\u00fczisyenlik mesle\u011finin kaybolmaya y\u00fcz tutmas\u0131 Dom toplulu\u011fu i\u00e7in emek pazar\u0131ndaki sosyal d\u0131\u015flanman\u0131n temel etkenlerini olu\u015ftururken, Roman toplulu\u011fu tar\u0131msal modernizasyonun etkileri ile birlikte temel olarak kentle\u015fme ve modernle\u015fme ekseninde son 40\u201350 y\u0131l i\u00e7erisinde etnisite ve s\u0131n\u0131f olu\u015fumu a\u00e7\u0131s\u0131ndan kendilerini yeniden konumland\u0131rm\u0131\u015flard\u0131r. Bu \u00e7al\u0131\u015fma, Dom toplulu\u011funun Roman toplulu\u011funa g\u00f6re daha s\u0131n\u0131rl\u0131 vatanda\u015fl\u0131k haklar\u0131na sahip olduklar\u0131n\u0131 \u00f6ne s\u00fcrmektedir. Bu farkl\u0131l\u0131k yoksullu\u011fun etkileri ve \u00e7o\u011funlu\u011fa entegrasyon seviyeleri ile ba\u011flant\u0131l\u0131 olarak a\u00e7\u0131k\u00e7a g\u00f6r\u00fclebilir.
