Dolay\u0131s\u0131yla Romanlar, be\u015feri \u00e7evresel bozulmalar\u0131n do\u011furdu\u011fu zararlardan da daha fazla etkilenerek, \u00e7evresel ayr\u0131mc\u0131l\u0131\u011fa maruz kalan gruplar\u0131n ba\u015f\u0131nda yer almaktad\u0131r<\/li>\n<li>Roman \u00e7ocuklar; ayr\u0131mc\u0131l\u0131\u011fa maruz b\u0131rak\u0131lmalar\u0131, okullar\u0131n ya\u015fam alanlar\u0131na uzak olmas\u0131 gibi nedenlerle e\u011fitime devam edememektedir. Erken okul terki \u00e7ok y\u00fcksek orandad\u0131r.Erken okul terki ve e\u011fitimden kopman\u0131n ikincil nedenlerini; e\u011fitim masraflar\u0131, okula ula\u015f\u0131m maliyetleri, okul malzemelerine eri\u015fim gibi fakt\u00f6rler olu\u015fturmaktad\u0131r.<\/li>\n<li>Roman \u00e7ocuklar \u00e7ocuk ya\u015fta evliliklere kar\u015f\u0131 korumas\u0131z konumdad\u0131r. Erken okul terki, ayr\u0131mc\u0131l\u0131k ve ekonomik zorluklar \u00e7ocuklar\u0131n gelece\u011fe dair farkl\u0131 plan yapmalar\u0131n\u0131, umutlu olmalar\u0131n\u0131, hayal kurmalar\u0131n\u0131 s\u0131n\u0131rlamaktad\u0131r.<\/li>\n<li>Roman mahallelerinde yeti\u015fkinlerin sosyalle\u015febilece\u011fi ve \u00e7ocuklar\u0131n g\u00fcvenli bir \u015fekilde oyun oynayabilece\u011fi alanlar k\u0131s\u0131tl\u0131d\u0131r.<\/li>\n<li>Roman mahallelerinde madde kullan\u0131m\u0131 her ge\u00e7en g\u00fcn artan bir tehlike olu\u015fturmaktad\u0131r.<\/li>\n<li><img decoding=\"async\" class=\" wp-image-2243 alignleft\" src=\"https:\/\/romanigodi.org\/wp-content\/uploads\/2023\/10\/egitim-hakki1.png\" alt=\"\" width=\"292\" height=\"292\" \/><\/li>\n<li>UNESCO Tehlikedeki Diller Atlas\u0131\u2019na g\u00f6re, \u201cKesinlikle Tehlikede Olan Diller\u201d aras\u0131nda yer alan Romanes giderek unutulmakta, yeni nesillere aktar\u0131lamamakta, bilen insan say\u0131s\u0131 giderek azalmaktad\u0131r. (Ayn\u0131 durum, Domari ve Lomavren i\u00e7in de ge\u00e7erlidir.)<\/li>\n<li>Ayn\u0131 mahallede ya\u015fayan Romanlarla di\u011fer gruplar\u0131n ortak sosyalle\u015febilece\u011fi alanlar\u0131n olmamas\u0131 ayr\u0131mc\u0131l\u0131\u011f\u0131 derinle\u015ftirmektedir.<\/li>\n<li>Ziyaret edilen yerle\u015fim b\u00f6lgelerinin b\u00fcy\u00fck \u00e7o\u011funlu\u011fu engelliler i\u00e7in s\u0131n\u0131rl\u0131l\u0131klar ve riskler ta\u015f\u0131maktad\u0131r. Engelliler; sosyal yard\u0131mlardan ve kamu hizmetlerinden faydalanamama, g\u00f6zetilmeme, sa\u011fl\u0131\u011fa eri\u015fim zorluklar\u0131, sosyalle\u015fme alanlar\u0131n\u0131n eksikli\u011fi gibi sorunlar ya\u015famaktad\u0131r.<\/li>\n<li>\u00c7ocuklar, kad\u0131nlar, LGBT\u0130+lar, engelliler, ya\u015fl\u0131lar gibi \u00e7oklu ayr\u0131mc\u0131l\u0131k riski alt\u0131ndaki gruplara d\u00f6n\u00fck herhangi bir \u00f6zel \u00e7al\u0131\u015fma yap\u0131lmad\u0131\u011f\u0131 i\u00e7in, e\u015fitsizlik giderek derinle\u015fmekte, riskler giderek artmaktad\u0131r.<\/li>\n<li>Roman kad\u0131nlar geleneksel rolleri \u00fcstlenmeye mecbur b\u0131rak\u0131lmakta ve farkl\u0131 roller \u00fcstlenmeleri engellenmektedir. K\u0131z \u00e7ocuklar\u0131na karde\u015flerine bakma sorumlulu\u011fu verilmekte, toplumsal cinsiyete dayal\u0131 e\u015fitsizlik giderek derinle\u015fmektedir.<\/li>\n<li>\u00c7ad\u0131rlarda, barakalarda, yar\u0131 y\u0131k\u0131lm\u0131\u015f evlerde\/mahallelerde ya\u015fayan \u00e7ocuklar, kad\u0131nlar, engelliler, ya\u015fl\u0131lar vb. \u00f6zel \u00f6nlemlerle desteklenmesi gereken bireylerin farkl\u0131 risklere kar\u015f\u0131 a\u00e7\u0131k durumda oldu\u011fu g\u00f6zlemlenmi\u015ftir.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3><strong>Raporda \u00f6ne \u00e7\u0131kan \u00f6neriler \u015fu \u015fekildedir:<\/strong><\/h3>\n<ul>\n<li>Romanlara y\u00f6nelik her t\u00fcrl\u00fc ayr\u0131mc\u0131l\u0131\u011fa ve e\u015fitsizli\u011fe kar\u015f\u0131 s\u0131f\u0131r tolerans yakla\u015f\u0131m\u0131 benimsenmelidir. Roman mahallelerinde soylula\u015ft\u0131rmaya yol a\u00e7acak hi\u00e7bir uygulamaya izin verilmemelidir.<\/li>\n<li>Ziyaret edilen Roman mahallelerinde ya\u015fanamayacak durumda olan, y\u0131k\u0131lma riski bulunan evlerde, \u00e7ad\u0131rlarda, barakalarda halen kalmakta olan haneler tespit edilmelidir.<\/li>\n<li>B\u00f6lgedeki konut sto\u011funun envanteri \u00e7\u0131kar\u0131larak bu hanelerde kalanlar \u00f6ncelikle uygun konutlara, yeterli konut olmayan mahallelerde ya\u015fanabilir \u015fartlarda konteynerlar tahsis edilerek ge\u00e7ici olarak yerle\u015ftirilmelidir. Buna paralel olarak, ya\u015fanabilir yerle\u015fim alanlar\u0131n\u0131n in\u015fas\u0131na y\u00f6nelik d\u00f6n\u00fc\u015f\u00fcm ve kal\u0131c\u0131 sosyal konut projeleri uygulanmal\u0131d\u0131r.<\/li>\n<li>Yeni in\u015fa edilecek evlerin mahalle sakinlerinin ihtiya\u00e7 ve taleplerine uygun olmas\u0131 ve uygun \u00f6deme planlar\u0131 \u00f6ng\u00f6r\u00fclmelidir.<\/li>\n<li>Ziyaret edilen mahallelerin altyap\u0131 eksiklikleri tamamlanmal\u0131 ve mahallelerde \u00e7evre d\u00fczenlemeleri ger\u00e7ekle\u015ftirilmelidir.<\/li>\n<li>Halk sa\u011fl\u0131\u011f\u0131 tehlikesi bar\u0131nd\u0131ran durumlar ve \u00e7evresel ayr\u0131mc\u0131l\u0131\u011fa neden olan unsurlar tespit edilmelidir.
